A Comprehensive Nuclear Arms Reduction Regime: Interim Report (2001)


Summary: The study up to this point primarily focused on the technical aspects of a potential nuclear arms monitoring regime, including specific monitoring technologies. Three tasks were completed before this report. First, description of the objectives of reductions and limitations on warhead and weapons-usable fissile material stockpiles and the importance of these objectives was completed. It was agreed what the structure of such a regime would be, including options for what would be limited and accountable and what might be subject to verification and transparency. Third, the elements of a verification regime were discussed, including, for example, initial declarations, inspections to confirm accuracy and completeness and to provide confidence in dismantlement and suspect site inspections.
