Summary: This paper was presented by the Office of Japan Affairs as background for the first workshop in the series on “Coexistence in a Technological World: Cooperation and Competition in R&D.” It compares and contrasts university research and development systems in the US and Japan. The major goal of this review of literature is to highlight factors likely to affect foreign participation and access.
